Know the Rules

  • Street-legal Low-Speed Vehicles (LSVs) may travel on roads posted 35 mph or lower — never on highways like NC 50 or the high-rise bridge.
  • Golf carts are NOT allowed on the beach strand. Driving any vehicle on the sand is prohibited on Topsail's public beaches.
  • Driver must be 16+ with a valid driver's license; no doubling up on seats or riding unrestrained.
  • Insure it: LSVs need registration, title and liability insurance, just like a car. Carry proof with you.
  • Many island towns require a local golf-cart permit — check with Surf City or North Topsail town hall before you drive.
  • Lights, reflectors, mirrors and seat belts are required after dark; slow down near pedestrians and cyclists.
  • Cross at beach-access crossovers on foot — don't drive carts over the dunes or boardwalks.

Local ordinances can change — always confirm with Surf City or North Topsail Beach town hall before driving.
